“The ability to envision and drive change is just as important as the ability to work with technology. If you don’t have both, you can’t succeed in this world.”
– Dr George Westerman, world-recognised thought leader in leading transformation and competitive advantage through technological innovation.
In a commendable step towards leveraging technology for social welfare, the Sarawak government has announced the implementation of the Sumbangan Keperluan Asas Sarawak (SKAS) through digital vouchers on S Pay Global.
This was unveiled by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg during TVS’ “Temu Bual Khas Pasca-Belanjawan Sarawak 2025” on Wednesday (Dec 11) evening.
As part of the 2025 State Budget, RM450 million has been allocated to alleviate the financial burden of low-income earners, a demographic severely impacted by the rising cost of living.
This is one of the many people-centric initiatives undertaken by the Premier and his Cabinet, underscoring their commitment to empowering Sarawakians and ensuring that no one is left behind.
The SKAS initiative marks a significant departure from conventional cash handouts, introducing a secure and efficient digital system.
It provides financial assistance ranging from RM250 to RM800 annually for eligible Sarawakians.
This programme is expected to benefit approximately 850,000 low-income individuals across the state.
According to the Premier, the method of distributing aid through S Pay Global is not only efficient but also ensures that the assistance directly meets the basic needs of recipients in a seamless manner.
“This initiative will not provide assistance in cash but through the recipients’ S Pay Global accounts. Every month, the state government will add credit to their accounts, which will be deducted when they buy essential items at our registered merchants, including grocery stores in the villages.
“The recipients can buy essential items such as rice, cooking oil, vegetables, and sugar, among others, that may cost around RM100 to RM200. This will be borne by the state government,” he said.
One of the primary advantages of SKAS is the enhanced security it offers compared to traditional cash aid.
Unlike cash, which is susceptible to loss or theft, digital vouchers are secured within a digital wallet.
This feature significantly reduces the risk of misappropriation, ensuring that the intended beneficiaries receive the full value of the aid.
By eliminating the potential for leakage during distribution, the initiative directly addresses the essential needs of the recipients with minimal interference.
The accessibility of digital platforms like S Pay Global cannot be overstated.
With the increasing penetration of smartphones and internet connectivity, even in rural areas, recipients can conveniently access their funds and use them at participating merchants.
This accessibility promotes financial inclusion, empowering individuals to manage their resources more effectively while adapting to a modern, cashless economy.
Moreover, by channelling aid through digital vouchers, the state government is stimulating local economic growth.
Transactions via S Pay Global encourage spending within local businesses that accept the platform, ensuring that funds remain within the community.
This approach not only supports low-income individuals but also benefits small and medium-sized enterprises (SMEs), which form the backbone of Sarawak’s economy.
Beyond immediate economic relief, the SKAS initiative serves as a catalyst for financial literacy and digital adoption.
By introducing recipients to the practical use of digital wallets, the programme equips them with essential skills for managing online transactions.
This exposure fosters broader participation in the digital economy, preparing individuals and communities for future opportunities in an increasingly digitised world.
The state government’s unwavering commitment to digital transformation is evident in initiatives like SKAS.
As Sarawak advances its digital economy agenda, including precision agriculture, e-commerce, and digital governance, programmes like SKAS reinforce the state’s efforts to position itself at the forefront of innovation.
Implementing digital vouchers not only enhances governance through efficient monitoring and auditing but also reduces administrative burdens and mitigates the potential for corruption.
The SKAS initiative, therefore, represents a strategic and forward-thinking approach by the Sarawak government.
By adopting innovative solutions that address modern challenges, the state is setting a benchmark for welfare programmes, emphasising sustainability, transparency, and accountability.
Such initiatives will undoubtedly play a critical role in shaping a more inclusive and resilient society in Sarawak.
As Sarawak continues its journey toward a digitally-driven future, programmes like SKAS demonstrate the government’s dedication to addressing immediate needs while paving the way for long-term growth and connectivity.
By embracing digital transformation, the state is not only fostering economic and social development but also securing a brighter future for all Sarawakians.
