THE Sarawak government is focusing on kick-starting Results-Based Budgeting (RBB) process to ensure public expenditures result to quantifiable, impactful, and meaningful outcomes.
Deputy Premier and Second Minister for Finance and New Economy Datuk Amar Douglas Uggah Embas said the initiative, in collaboration with the World Bank and State Financial Secretary’s Office, will be implemented by financial year 2026.
“In December of last year, the World Bank team conducted a comprehensive Gap Analysis on our current budgeting system, leading to a detailed intervention plan that sets the stage for RBB’s full implementation by financial year 2026.
“Collaboration with the World Bank on such a major initiative will greatly improve and strengthen our public financial management and budgeting system, so that it can be on par with those in developed nations,” he said.
He said this when delivering his ministerial winding-up speech at the Sarawak State Legislative Assembly (DUN) sitting here today (May 15).
Uggah further added that the state government has recently approved the RBB Policy Circular to serve as a guide for the implementation of RBB within Sarawak’s public sector.
He explained that RBB is more than allocating funds, it also ensures accountability, improves resource allocation, increases efficiency, and supports better decision-making.
“It outlines the fundamental elements of integrated results planning, budgeting, monitoring, evaluation, and performance reporting, thus providing a structured pathway for our ministries, departments, and agencies in their budget management.
“Furthermore, by making our budgeting decisions transparent and directly linked to outcomes, we enhance communication with stakeholders and the public, ensuring they understand the rationale behind our financial decisions,” he added.
