KAPIT: Andy Lawrence, 43, made history yesterday (Apr 16) when he was officially sworn in as the youngest chairman of the Kapit District Council (KDC).

A professional engineer by training, Andy holds a Bachelor’s Degree in Electrical Engineering from Curtin University of Technology in Australia.

“This appointment is not just a form of recognition, but a great trust and responsibility. I will carry out this role with humility and full dedication,” said Andy during his swearing-in ceremony.

The position of the head of the Kapit District Council, once referred to as ‘Walikota’, has now officially changed to ‘Chairman,’ aligning with more modern administrative practices.

Acknowledging the rapid development of Kapit in recent years, Andy highlighted significant improvements such as better road infrastructure, the establishment of rural growth centres, and increased access to utilities and essential services.

However, he also pointed out that challenges remain, particularly in areas like rural infrastructure, waste management, public facility maintenance, youth economic opportunities, and urban cleanliness.

“We still face pressing issues such as rural infrastructure, waste management, maintenance of public facilities, youth economic opportunities, and urban cleanliness,” he said.

Andy pledged to maintain an open-door policy, ensuring that the concerns of the people are addressed swiftly and effectively.

“We must go to the ground more often, listen to the people, and respond promptly to emerging issues,” Andy added.

He also called for increased financial support from relevant ministries to help the council meet its goals.

Looking ahead, Andy presented a long-term vision for the district. He challenged KDC councillors and staff to begin preparations for the eventual upgrade of the council to municipal status.

“This is not just about status, but a testament that Kapit is ready — in terms of facilities, services, and administrative capacity — to function as a modern municipal town,” he said.

Andy urged for continued cooperation between government departments, agencies, community organisations, the private sector, and the people of Kapit to foster a more developed, organised, and inclusive district.

“With everyone’s support, I believe we can lead Kapit to a brighter, more structured, and more inclusive future.”
