A TOTAL of 71 Resettlement Scheme (SPS) and Village Expansion Scheme (SPK) projects have been approved under the 12th Malaysia Plan (12MP) and the Projek Rakyat as of Oct 31 this year.

Deputy Premier Datuk Amar Awang Tengah Ali Hasan said this will provide a total of 7,113 residential lots with an estimated implementation cost of RM1.13 billion.

“Of the 71 projects, 15 projects have already been fully completed according to the scope of development and the remaining 56 projects will continue until the end of the 12MP,” he said.

Awang Tengah, who is also the Second Minister of Natural Resource and Urban Development, was delivering his winding-up speech in the State Legislative Assembly (DUN) today.

He said that since May 6, 2018, the SPS and SPK projects have been implemented using improved infrastructure specifications such as paved roads, concrete ditches, walled lots, as well as water and electricity supply reticulation systems.

“The state government has also set a land premium payment of no more than RM2,500 for each residential lot in SPS and SPK despite each lot costing in the range of RM120,000 to RM150,000,” he said.

In response to Padungan assemblyman Chong Chieng Jen on the Renewal of Land Lease (RLL) policy, the application for RLL renewal will be approved if the land is not involved in the state government’s development planning and the use of the land does not conflict with the land use conditions that have been set.

“In relation to the applications that were not approved, including the cases raised by Chong, it was reviewed by the Land and Survey Department where it was found to be in violation of the land use conditions set.

“For example, the application for Lot 1350 Block 8 Senggi-Poak Land District was rejected since the Land and Survey Department’s investigation into the lot found that there were still one residential house, one store and one car workshop that had been established and are still operating.

Therefore, Awang Tengah said the Land and Survey Department has advised the applicant to make a remedy and submit a new RLL application.

“If they want to continue activities that clearly conflict with the stipulated land conditions such as running a car workshop, it is recommended that they make an application for changing land conditions and land subdivision (AVTC) for consideration,” he said.

The Deputy Premier had also clarified that in Kuching division a total of 64 agricultural land lots which have been established with more than one residential house have already been approved for RLL applications during the period 2020 to Oct 31 2023 because all of them are still used for residential houses and activities that meet the land approval requirements.

Awang Tengah also revealed that since the new RLL policy was introduced in 2007, so far a total of 72,140 lots for the renewal of land title deeds have been approved throughout Sarawak.
